CareerFinders, on behalf of our client, an established Consulting Firm, formed to inform and support both individuals and enterprises in relation to the exploitation of European and National Funds, we are seeking to recruit a Head of Proposals & Tenders Department to join their growing team based in Nicosia. Working closely with the Managing Director, the successful applicant will lead our client’s efforts in securing EU, international, and national project funding, as well as public and private sector tenders. Our client is seeking applicants who are educated to degree level in European Studies, Business Administration, International Relations, Public Procurement, or a related field, who possess a minimum 5 years of proven experience in EU, international, or national proposal development and/or public procurement tenders, with at least 2 years in a leadership or management role. You will need to be fluent in both verbal and written English, with any additional European language skills considered an advantage. Key Duties/Responsibilities: 

  • Develop and implement the department’s overall strategy for proposals and tenders.
  • Identify, assess, and prioritise funding and tendering opportunities in line with organisational objectives.
  • Build long-term positioning and strategic partnerships to strengthen competitiveness.
  • Monitor EU, international, and national funding frameworks and procurement portals.
  • Oversee the full cycle of proposal and tender development, including opportunity analysis, design, budgeting, drafting, reviewing, and submission.
  • Ensure compliance with donor/tendering requirements, eligibility rules, and evaluation criteria.
  • Manage the preparation of competitive budgets in close cooperation with the finance team and relevant colleagues.
  • Coordinate with internal departments and external partners/consortia to ensure timely and accurate inputs.
  • Lead, supervise, and mentor the proposals and tenders’ team, fostering a culture of excellence, collaboration, and accountability.
  • Provide guidance and support to colleagues across departments involved in proposal and tender preparation.
  • Establish efficient internal procedures, templates, and quality assurance mechanisms.
  • Report to senior management on pipeline, success rates, and departmental performance.
  • Represent the organisation at info days, tender briefings, networking events, and partner meetings.
  • Build and maintain relationships with strategic partners, stakeholders, and funding bodies.

Key Skills/Experience: 

  • University degree in European Studies, Business Administration, International Relations, Public Procurement, or a related field.
  • Minimum 5 years of proven experience in EU, international, or national proposal development and/or public procurement tenders, with at least 2 years in a leadership or management role.
  • Demonstrated experience in preparing, coordinating, and submitting successful proposals and tenders.
  • Experience in establishing and managing partnerships and international consortia.
  • Knowledge of financial and legal aspects of EU contracts and tendering processes.
  • Strong leadership and people management skills with the ability to guide, support, and motivate a team.
  • Proven capacity to work under pressure, managing multiple deadlines and priorities simultaneously.
  • Excellent written and verbal communication in English.
  • Additional EU language(s) will be considered a plus.
  • Strong IT literacy (MS Office, EU tender portals, Funding & Tenders Portal, project management tools).
  • Advanced skills in budgeting, compliance, and quality assurance.
  • Professional certifications in project management or procurement (e.g. PMP, PRINCE2, CIPS) will be considered an advantage.
  • Previous experience working in consultancy firms, NGOs, or organisations active in EU project implementation is desirable.
  • Familiarity with national funding schemes and private sector tendering will be considered an advantage.
